No, you would not. Our Guarantee ensures that you will not find a lower-priced alternative on Qatar Airways on the same day as your qatarairways.com/eg booking was made, for the exact same itinerary, class of service, and fare booking class.
I bought at qatarairways.com/eg and later that day, found a lower-priced ticket with a consolidator.
If you found the lower published fare on an Egypt-based travel website (Iata) that is not a closed-user-group, or members-only website, then Yes, you could file a claim. If you found the lower published fare on any other type of (Iata) travel agency, then yes you qualify.
