It is Qatar Airways’ intention to improve booking practices in order to make more seats available for genuine sales. Our aim is to better manage our inventory while also delivering greater choice to our customers.

We would like to thank all Travel Partners involved in reservations and ticketing for adhering to the guidelines below.

Qatar Airways Booking Policy

Travel Agents booking activities on QR flights are monitored by QR control system and agencies are subject to being blocked from QR inventory if found in breach of QR policies.

Definition of Prohibited Booking Practices:

Speculative Bookings

  • Bookings made when no definite passenger exists, in anticipation of possible sale
  • Fictitious bookings: speculative bookings made with fake names
  • Inserting fictitious ticket numbers in order to evade Ticketing Time Limits
  • Bookings that do not meet the Ticketing Time Limit and Fare Rules
  • Segments that are repeatedly cancelled and rebooked to circumvent time limits or to meet GDS productivity
  • Open segments entered for other than ticketing purposes
  • Failure to remove HX, UN, UC, NO, US status code segments from PNRs which result in non-productive segments
  • Bookings created in higher classes that are released close to departure to make seats available in lower classes.
  • Excessive waitlists. 
  • Booking below MCT leading to passengers missing their onward connections and mishandling of passengers & baggage.
  • Incorrect usage of SA status code in order to protect the PNR when unable to get segment confirmation.

Duplicate Bookings

Bookings created with more than one reservation for the same passenger within one GDS or more.

  • The same flight number on the same or different date. This includes active or passive segments.
  • Different flight numbers for the same city pair and different dates.
  • Passive segments: non active bookings entered in GDS that is already hosted within the QR system.
  • Bookings created for testing or training purposes. Agent must use training mode for these.
  • Waitlisting in a lower RBD on the same flight and same cabin as a confirmed segment.

Fares & Ticketing Prohibited Practices

  • Illegal class mix: mix class itinerary within the same O&D.
  • Booking an itinerary in one class of service and issuing the ticket in another class of service.
  • Combining negotiated space with free sale inventory without QR authorization.
  • Non-adherence to fare rules (violation of selling & travel date validity, min/max stay, incorrect refunds, incorrect reissue, incorrect discounts etc.).
  • Cross border ticketing: ticket issuance of travel documents also containing flight segments not intended for use; or writing a ticket in such a way that it appears that the travel commences in a different country than is actually the case.
  • Back to back ticketing / segments used out of sequence: coupons/segments used in an incorrect order from two different round trip fare tickets or combination of two different round trip fares end-on-end issued on one document to circumvent applicable rules such as advance purchase & minimum stay requirements.

Group Policy Prohibited Practices

  • Change of origin or destination after obtaining seats is not permitted. Any change has to be requested as a new request & will be re-evaluated.
  • Illegal/hidden group: Creating multiple individual bookings for a group is strictly prohibited.
  • Duplicate requests for Groups should not be submitted.  

O & D Prohibited Practices

  • Segments booked separately in a multiple segmented O&D thus going against the married segment logic of an O&D environment.
  • Creating multi segment O&D which is not the required journey only to manipulate the system into confirming the segments of the required journey.     

Other Prohibited Practices

  • Revalidation Stickers: QR staff will no longer accept revalidation stickers applied for paper tickets.
  • STPC abuse: fare basis in the ticket mask should not be manually changed to reflect as an STPC fare basis in order to obtain an STPC e-ticket from the QR office.


The following procedures listed below should be strictly adhered; the non-compliance of these rules could result in an ADM, QR inventory being blocked off, or the agency being blacklisted.

  • One booking for one trip in one GDS.
  • Passive bookings may be entered only in order to ticket a booking made through the airline system.
  • Bookings must not be created to block inventory space or to meet the GDS designated productivity count.
  • When the desired waitlist segment is confirmed all other waitlist segments must be removed from the PNR.
  • All fares & ticketing requirements must be met.
  • Tickets must be issued in the same GDS as the original booking.
  • Agent must not book itinerary in one class of services and issue the ticket in another class of services.
  • Agents should monitor their queues regularly in order to remove all inactive segments, i.e. HX, UN, UC, and NO.
  • O&D multi segments are to be booked together from the availability display in one transaction.
  • Group procedures & STPC procedures to be followed as defined by Qatar Airways.

Qatar Airways has published the following guidelines regarding distribution of our products and services. Qatar Airways requires that all agents distributing Qatar Airways products and services, strictly adhere to these guidelines.

 

General Defintions :

  • ELECTRONIC TICKETING means a method to document the sale of passenger transportation (electronic ticket) and related services (electronic miscellaneous documents), billed through the
  • BSP. BILLING AND SETTLEMENT PLAN (sometimes referred as BSP) means the method of providing and issuing Standard Traffic Documents and other accountable forms and of accounting for the issuance of these documents between BSP Airlines on the one hand and Accredited Agents on the other, as described in the Passenger Sales Agency Rules
  • STANDARD TRAFFIC DOCUMENTS means the following BSP documents:
  •  Electronic Miscellaneous Documents (EMD) Period
  •  Electronic tickets
